Proxy Settings Greyed Out - How to Change?

Some of the users on my network have set their LAN connection settings
(Internet Settings - Connections - LAN - Proxy Settings) to a proxy server
(Kproxy). But now I can't change the settings back because they are greyed
out. I cannot edit the registry when logged in under their accounts (due to
permissions) so I have to log in as myself. In some registrys I can find
the "proxy server - http://Kproxy.com" key that I can delete to clear the
setting, but on others I cannot. Has anyone had an issue like this before?
I need a way to clear those settings, but I can't import a registry .reg
file to edit them while logged in as the user, because they are not allowed
to edit the registry. Any info or advice would be greatly appreciated.

Check Default Policy Settings | Security tab | Connection Settings...

Where is this setting...we're using IE7.
