PCI to USB Enhanced Controller

I get a message when using a card reader that it will work faster connected to a 2.0 device. I found apparently there is a PCI to USB 2.0 controller available to install. Would this make the card reader message stop and also work faster? There is a USB 2.0 Root Hub installed but I am thinking the other software is needed for it to function correctly.
