Is there a way to remove parental control on my Games for Windows - LIVE account without having to use an XBOX 360? as it seems to be the only solution I can find on other websites.

I have a Games for Windows - LIVE account which I currently would like to use for playing games with my friends but I cannot because I cannot add people without my parents permission apparently even though I am eighteen. I am using a hotmail account I setup years ago for my Games for Windows - LIVE account. I had linked the accounts together a couple of years ago for some games and since I was not eighteen yet Microsoft forced me to link a parent account to it, I was ok with the parental controls at the time assuming it would remove itself once I turn eighteen, so I asked my dad to link his email to it and use it as the parent account. I have a birthday attached to the account and I am now clearly eighteen, windows still will not let me add friends at my will.

I have tried to free myself of this by going on the Games for Windows - LIVE website (which only exist as part of the XBOX website and have extremely poor support for Windows users) and adjust the account settings on both my own account as well as my father's account. However, the website provides no solution to the problem. Every link I go to on the website is half broken, and customer support is down (and has been for a long time).

I have been to other websites, and called Microsoft support four times in thirty minutes to try and solve this problem; I was transferred at least three times each time I called (the first time the guy hung up after being confused, second time I got disconnected during a transfer, third time I got transferred but all I heard was people laughing and speaking in the background, and the fourth time the guy sent me here). Clearly many people are having this problem (http://www.reddit.com/r/Games/comments/1inus4/it_is_currently_impossible_to_remove_parental/) but Microsoft does not seem to give a sh*t about its PC gamers anymore, hopefully this can change.
