I would attempt to boot with nothing added on the board but the RAM and
CPU/heatsink/fan.
No HDD, No Floppy, No CD, etc.
If the video starts and the machine POSTs, you can add components one at a
time to see which one kills it.
If the video doesn't come on with just those components, I would add a video
card & see if it initializes.
It is possible the onboard video is defective.
