My Outlook suddenly "decided" to quit allowing me to open an email that has
been attached into another email. I do not recieve any kind of error
message, the simply will not open. I am not able to double click, right
click / open, save as, anything. I've looked at all possibel settings I can
think of. Any help would be greatly appreciated.

Both Outlook Express and MS Outlook have ways to block attachments.

OE, tools menu, Options, Security tab, checkbox for 'do not allow
attachments...'

MS Outlook:

I can open all other attachments, just not another email that was attached
via "Insert Item". The link you provided to MS Outlook simply discussed
possible options in a broad sense, no specific click this click that. I am
on a network and I am ther only one with this issue - all others are able to
open the emails attached to another email.
