i'm not sure if this the correct area to ask this, but here it goes anyway.

How do i transfere an outlook address book from an original administrator
account to a new named administrator account on the same computer.

any and all help is appreciated

Direct Outlook to use the pre-existing Personal Folder file (.Pst). Also
you can open the Pst and simply copy the Contacts portion from the
original Pst to the new Administrator's Personal folder.
Unless this is corporate Exchange operation where the mailbox data is
stored on the Server and not locally on each user's PC.
