According to Theo de Raadt, the existing code is beyond repair. About half of it is "discarded leftovers" (support for obsolete systems like vms and win32). This code bloat may have contributed to the failure of the hacker community to spot vulnerabilities like Heartbleed.
The new fork will be called LibreSSL.
