"Open With..." Launches Wrong Application

I've got XP SP2 on a Dell Dimension 8300, and it's developed the
following bizarre bug:

I select a jpeg file with the *.jpg extension and right-click on "Open
With..." Up pops a list of applications, none of which I want so I
select "Choose Program..." A dialog box with a list of apps comes up,
none of which I want either. So I select "Choose..." and drill down to
the EXE file for Corel Paint Shop Pro. When I select it and say "Open",
it doesn't open, but the Windows Picture and Fax Viewer does instead.

Next, I tried to open the jpeg file by selecting firefox.exe and the
same thing happens--it doesn't come up, but the Windows Picture and Fax
Viewer does instead.

Any ideas?

Open either Explorer or MyComputer.
On the Menu bar click Tools > Folder Options....
Click the File Types tab.
Scroll down to the JPEG and JPG extensions.
Click on an extension to highlight it.
Click the Advanced button at the lower right of the window.
Click on Open to highlight it.
Click the Edit button.

Check that each is:
Action:
Open

**Note: Change "Drive:\path" in the below to the actual drive/path the application is
installed on.**
Application used to perform action:
"Drive:\Program Files\Audio N Graphics\Corel\Corel Paint Shop Pro Photo XI\Corel
Paint Shop Pro Photo.exe" /dde

Use DDE = Checked

DDE Message:
[open("%1")]

Application:
Corel Paint Shop Pro Photo

DDE application not running = blank/empty

Topic:
System

Click Ok > Ok > Apply.
When finished checking/editing the extensions open application click Ok to close out
of the Folder Options window.

No, that is going to cause Corel Paint Shop Pro to be launched as the
default application even when I double-click on the JPEG file from now
on. I want the default for double-clicking to remain Microsoft Office
Picture and Fax Viewer.

What I can't get to work is being able to right-click on "Open With..."
and choosing Corel Paint Shop Pro.exe (or some other graphics
application's EXE file) that way. It just won't let me. It just looks
like choosing a specific graphics application by browsing through "Open
With..." doesn't work.

Ok, now that you have explained it with better specifics, see if anything here
helps:

Scroll down to OpenWith on the linked page.

Your problem is then, that you don't want to OPEN, you want to EDIT. Most
likely, you will need to use the previously mentioned modification, but
instead of using "open", create a new entry and use "edit" instead. Then
you won't have to fiddle around using "open with" all the time.

OR

You can use the previous suggestion, and create a new entry as I stated
above, except name it something like "open with PSP" or something so that
you know what it does... All you need to do then is to right-click the file,
and choose that option in the list, instead of playing with the "open with"
crap...

Is there some reference that explains how to write one of those action
definitions? Because I don't understand what those things mean in
Editing Action"--the "%1" and the checkbox for whether I want to "Use
DDE" and what DDE message to send. Is this stuff explained anywhere?

Steven, I tried to e-mail you but it came back undeliverable. Any
chance you could send an e-mail to my listed address that I could
reply to? Thanks!
