Not able to partition New 500GB external HDrive

I've got a new 500gb seagate harddisk, contained in a casing, which is
connected to my laptop having XP Home edition OS. When i click on the
disk management, it shows the drive, but i am not able to partition
the disk nor format it. It shows as unallocated. I wonder why is it
so. Can any expert give a solution.

Has it been partitioned first? Needs to be.

I cannot partition the disk, the option of "New Partition" is
disabled, i have the computer administrator rights though

The issue may be that the disk is not initialized, if you right click on the
disk, is there an initilaize option?
