No Open Button in File Download Security Warning Dialog Box

I have a user who is trying to open a PDF file that *she* posted to one of
our internal Intranet sites. When she clicks the link she gets the File
Download - Security Warning dialog box, but there is no Open button--just
Save and Cancel, and the Save button doesn't work. The user is able to open
other PDF files on the same site, from the Internet, and off her local hard
drive, so it does not appear to be any kind of issue with file type
associations.

I've done some googling, but everything that I've found has indicated, "this
problem does not occur with Windows XP SP2 or Internet Explorer 6," which I
found rather aggravating because my user is running both and has the
problem. Most of the articles I've seen talk about Vista and IE7, and
mention the certificate (.cer) file. I thought that I would try importing
our root CA to see if that does the trick, but beyond that I have no ideas.

Does anyone know how to fix this issue, or at least have some suggestions?
