New Opened Window Loosing Focus in Windwos XP Pro. Dell Inspiron 1

Any new window opened goes background to previously opened window. I have
re-installed windows multiple times to ensure it is not an 'installation
problem'.
Please help me in troubleshooting this problem.

The date and time was 12/22/2007 6:14 AM, and on a whim, PavanGayakwad
pounded out on the keyboard:

Are these Explorer windows or IE? If Explorer, does it happen in Safe
Mode? Do you use AOL, because I read it has caused intermittent issues
like this. Strange enough, one person reported changing the keyboard
solved the issue.

Yes, these are Explorer Windows and not IE.
