I just installed a 500GB sata Hard drive on my XP machine. The bios
recognizes it. The device manager shows 2 HD
1. WDC WD2500JS-60NCB1,
2. WDC WD5000AAKS-00YGA0
The Device manager shows both are working properly. #1 device usage as
blank, #2 shows Device usage "Use this device (enabled)

It is HD 2 that I cannot see. In the old days I would have had to fdisk it
first. Is this still true? Or is there something else I must do?

you need to use disk management to partition and format the drive

Disk Management would be a good place to look for a new drive.
