Need to create an MSI file

I need to create my own MSI file so that I can push out the installation of
a software application (JAVA 1.6) via Group Policy. Is there a microsoft or
3rd party application that will create the MSI file?

If you have an unused Win2K Server license, you can install "WinInstall LE"
(Veritas Software Console) from that CD.
