My sound scratch.

Sorry, if I have some bad English :p

Well, when I'm playing a song, or my computer makes a noice, the sounds make
some funny things.

"I'm clo-o-osing the-e go-oo-d da-am-n doo-or"

When I have a fast internet connection, then there's nothing, but like now,
when I'm having a slow connection or none, then it's very bad.

And I have just formated my computer. It didn't help.

What can I do?

No, formatting won't help. It has nothing to do with Windows and has
nothing to do with your computer. The problem is exactly what you
described--the slow internet connection. The sound stream isn't
arriving rapidly enough to be played at the correct speed, so it
stutters, waiting for the sound to arrive.
