My Scroll Bar Malfunctions Completely

My scroll bar sometimes takes several mousestrokes to work, and it often moves to the bottom of the page. The keyboard has a similar problem with sometimes not responding to keystrokes. This problem started when a program update hijacked all three of my browsers.
