My new hard drive won't boot

Hi, I own a Dell Inspiron desktop computer. The original hard drive is failing so I bought a new one, same specs. I didn't think I'd be able to factory restore to the new hard drive, so I installed Windows 7 onto the new drive from a separate valid
install CD I had. So... with the old and new drives in my system, when I boot up, I got the screen asking which OS I want to boot into. The default is the old one, so I always have to select the new install and continue.
If I remove the old drive and put the new drive into its place, I get the "bootmgr is missing" error. If I leave the drives the way they are, and change the Bios to boot from the new drive first, I get the same error.I followed instructions here: http://answers.microsoft.com/en-us/windows/forum/windows_7-system/windows-7-bootmgr-is-missing-resolved-using-winre/8bb148bc-8035-4847-9696-888f7a0a9720 and I trying repairing the new Windows 7, to running the various DOS commands
listed. Still nothing.I want to retire the old hard drive and use only the new drive, but can't at this time. Any help is appreciated.
