MS problem slightly off topic

I know this does not properly belong in this group BUT I and many others
can't seem to get a answer in any other group or via google, just more
people asking for years or the basic instruction to click on it.
My Japanese MS languages are working fine, I can read and write, but I can
not pull up the IME PAD.
Using XP PRO with MS word 2002 or notepad or IE6

The IME PAD is a tool on the Japanese toolbar that SHOULD bring up a
keyboard of Japanese on the screen.
