Windows NT Modify the amount of time that a user/PC holds onto a TS license?

From what I can see, when a device or a user grabs a license from the
Terminal server, there is a random time set on that license as to when it
expires and is released back into the pool.

Assuming that this is so..Can I shorten the time that is assigned to the
license so that the license is returned to the pool quicker?

We have lots of user that might remote into our terminal server once or
twice per year and yet even if they are not using that license, they continue
to hold onto them until that preset time is up. 52 to 89 days......

Can I shorten this to 24 hours or 7 days??????

Nope, you cannot. This is by design.
