My elderly neighbor purchased a Dell desktop computer through Sweepstakes
Clearing House, catalog business. It comes with XP installed. I tried using
the modem to dial an ISP, and get the error message in the Subject line. I
called their tech service and they said it's a bad modem, and want him to
send it back. I'm not quite convinced it's just a modem problem. The modem
driver is an HSP56 and according to them is installed properly. What else
could it be?

Try the simple process of in Hardware Devices uninstalling the modem, then
rebooting to allow win to reinstall the drivers
