Missing GPEDIT.MSC in Windows 8

Missing GPEDIT.MSC in Windows 8 i looked in \system32\gpedit.msc and it's not there o use the search for ap funtion and group polict dosn't show there

don't give me bs about it not comming with because it was on my last pc (boken& dead) and i installed it with winbdows 8 from the same disk
where can i download the msc directly?
