Let me explain everything as best as I can.
I have two devices where I check my Gmail email. My main device is my android device. Where I have a Gmail mobile app linking my accounts. That is not the issues. Its my second device, which is a Microsoft surface rt. I love it. On this I have an pre loaded mobile email app that links all the accounts together. I can get all my email here no problem, with the exception of one Gmail account. On my mobile I get emails but on the tablet I do not. I tried signing in and out. And Restarting the tablet, and everything I can think of.
I have temporarily fixed the issue with downloading the Gmail tablet app.
I would prefer using just the pre loaded mobile app.

I did at some point get emails to the account because I have the two welcome to outlook emails in my inbox
