Seasick yet StillDocked

Hi..I can't remove Microsoft Security Essentials from my PC. I've tried many things and no luck. Ever since I downloaded it I can't download anything at all on my pc. I get the message "the file you are trying to download contains a virus and was deleted". Weird though because it's with everything I try to download.
