Microsoft .NET Framework 1.1 Service Pack 1 update doesn't install

I am running XP SP2 and this update keeps appearing and when I attempt to
download it, the process starts and terminates without incident. There was a
fix on the web regarding the adminstrative tools area and drilling into
Runtime Security Policy in Framework, I followed that and when I reached Code
Groups the full permission was there but I had question marks on some of
these boxes in that section.
 
1. Write down what .NET Framework versions are already installed before you
go uninstalling/removing any of them!

2. Now see Resolutions Methods 1 or 2 in
http://support.microsoft.com/kb/923100 (ignore the title).
