Products that fit in bays, can come in 3.5" and 5.25" form factors.
Some 3.5" devices come with an adapter, so they can be fastened in
a 5.25" bay. Perhaps that is what you're seeing, a device designed
to fit in a 3.5" bay.
This one says explicitly, it is a 3.5" unit.

These metal spacers (I call this a "rail kit") are also a
traditional way of fitting a 3.5" device in a 5.25" bay.
Note that if your computer case uses sliders which bolt to
the sides of your CDROM or the like, then the sliders still
get bolted to the outside of these brackets.

The resulting sandwich looks like this, and slides into a 5.25" bay.
The sliders come with the computer case (because they are usually
a custom fit, just for that case). It takes a total of 8 screws,
4 per bracket, 2 on one side of the bracket, 2 on the other.
4 of the screws should come with the device, and 4 screws come
with the "rail kit".
