Media Guide Downloading 0% Issue

Around the first of the year, my computer stopped downloading the Media
Guide. The icon is displayed by the clock, but it gets stuck at 0%. At the
time this started happening, I wasn't even using the TV Tuner card (HP PCI
Express). If I open Media Center to the Guide, it gives me an error telling
me to reboot the computer and try again. I can watch TV, but it will not let
me record anything.

Help would be greatly appreciated. The computer is a HP laptop, and all I
have is the restore disk. I'd prefer not to redo the computer back to the
factory settings if possible.

Yeah, I accidentally posted it in the wrong place and thought I could remove
