Managed Passwords help!

Let me first say, I'm a Server guy so please excuse my ignorance! lol.

Ok, we have found XP machines on our network that have been having odd
problems with account lockouts, drive mapping issues, etc. etc. After some
research, I found that the Manage Password "tool" within the User applet
seems to have cached passwords (old ones) to some of our internal servers
(Control Panel | User Accounts | Advanced tab | Manage Passwords button).
After deleting the entries for internal servers, and rebooting the
workstations, all of those problems have disappeared.

My question is, what causes that applet to save PW's? Any why? Lastly,
can I disable that functionality?
