Has anyone noticed that certain email messages don't get propagated to the Mail app? It's not just the Mail app on Windows 8 though. I also see the same thing on the Mail app on Windows Phone 8 and Windows Phone 8.1. It occurs on multiple Windows 8.1 computers.
All of the emails show up if you logon through the website (i.e. hotmail.com which gets redirected to the outlook.com site which is really on mail.live.com, yeah confusing). It seems to be certain senders that are the problem, but sometimes their messages come through. There doesn't appear to be anything out of the ordinary about these messages. (And they're not from some weird company, or otherwise sketchy source.)
