Hi!
Microsoft has this kind of news group server,and has
lots of MVPs to answer the questions submitted.And I wonder
if Intel has this kind of server?

It is not correct to state that M$ "has" MVPs. Most of the MVPs,
and other folks who answer questions, are not employees of M$.
The spirit of this and many other NGs is users helping each other.

There hasn't been a "public" Intel technical forum for many years. But
it should still be possible to submit questions to Intel via its website
or through http://support.intel.com/ if none of the FAQ's, searches, etc.,
provides an answer to your questions.

If one is really desperate, there is the comp.sys.intel newsgroup in
USENET.
