Logging in as Admin Account, but apparently WITHOUT some Admin privileges

I am using Windows 8 Professional and Visual Studio 2010 on a new laptop to develop Silverlight 5 applications. I am logged in as an Administrator and have set up the IIS 7 server with the same Administrative account. However, when I run Visual Studio and
then try to launch the application on the IIS 7 server, I get the following error in Visual Studio.
I do not think the issue is with Visual Studio. I meet both of the criteria specified at the end of the error message.
Unable to start debugging on the web server. You do not have permissions to debug the web server process.
You need to either be running as the same user account as the web server or have administrator privilege.
If I launch Visual Studio as an admin, everything works. This is a real pain using the Metro Start page. I spend most of my time with the Desktop open and need to quickly use many different tools that do require Admin privileges. I
am hoping that Windows 8 does not require an Admin user to launch every application explicitly
as an administrator.
Am I doing something wrong?
Any suggestions, other than a hammer??? The hammer has been suggested on several sites that I have searched for help. However, I MUST use both Windows 7 and 8 as a development platform. Although the hammer is tempting, it is unfortunately not an viable option.
I have other machines running Windows 7 and Visual Studio 2010, and everything works without issue.
