Windows NT Licensing Server will not activate

I'm setting up a Terminal Server on a 2003 Server. When I try to 'Activate'
Terminal Server Licensing it does nothing. This box will be a member server
when delivered, but right now I have it on the bench as a member of a
workgroup.

It should still activate shouldn't it? I have done this on two other servers
a couple of years ago (DC's though) and had no problems.

So today I joined the server to a domain. When I opened the licensing server
app it showed the DC. I could activate the DC as a licensing server but I
don't want to.

It seems that the Terminal Server itself needs to be listed so that I can
activate it. The question must be what the licensing server needs to see on a
member server so that it lists it to be eligible for activation.

Anyone? I can't be the first to do this.
