Windows 2000 Laptop Keyboard Problem

I'm in the process of setting up a ThinkPad R40 W2k laptop for a friend of
mine. I've created a new administrator level profile for her and in general
things are going OK with the exception of this keyboard problem

Certain letters on the right side of the keyboard have numbers or symbols on
them and it's the numbers and symbols that are being displayed when you
press the keys. For instance <explorer.exe> appears as <ex*36rer.exe>. This
can be corrected by pressing shift/num lock after you log in but she
shouldn't have to do that. It should default to a normal keyboard without
that step. The other profiles on the machine don't have this problem.

I've run into this before, probably on this machine in fact, and I've been
able to solve it, but not this time.

"How can we make this as difficult as possible?"

The full registry path didn't exist so I had to create a new key, but that
did work. Thanks.
