Hello Stephen,
The KMS host does not track a count specific to the your license agreement.
It doesn't care whether they are clients or servers, or how many of either.
It simply maintains a count.
The client machines activate when the count is sufficient to meet their
requirements.
The 250 and 10 are simply part of your agreement, they dont' affect the
operation of the host machine.
