KB951978 failed scrrun.dll not valid

Update for Windows XP (KB951978)




Install this update to resolve an issue in VBScript/JScript scripts from CScriptWScript hosts, certain built-ins may not function correctly when Standards and Formats in Regional Settings is changed. After you install this
item, you may have to restart your computer.





I see several threads for this problem but no solution.
This computer does have VBScript/Jscript installed. Appears to be telling me that scrrun.dll &amp dllcachescrrun.dll are not valid.
Would reinstalling VBScript/Jscript help?

Continues to fail both thru Windows &amp update &amp manual download / install.

Windows update generates Error Code: 0x8007F0EA

From manual install:
Certain packages may not be valid

Reinstall the packages listed above, and then install KB951978
