iTunes Download and Windows Installer issue

I am trying, in vain, to download the latest version of iTunes to activate an
iPhone. When I try to download iTunes, a Windows Installer window opens up
with lots of crptique language. I think I am having a Windows Installer
issue. I tried, in vain, downloading Windows Installer 3.1 and was successful
downloading Windows Installer 3.1. However, when I re-booted and then tried
re-installing iTunes, I got the same Windows Installer window.

If this is not the best place for this, then please let me know.

Is WinXP SP2 installed yet?

Yes...Service Pack 2 is installed on Windows XP Operating System.

And is the machine fully patched at Windows Update?

You can check that your version of Windows Installer is 3.1.4000.4039 by
typing at the Start menu Run "%systemroot%\system32" and then select the
file "msi.dll" . Under File|"properties" for this file you can see the
version number. In case it is not 3.1.4000.4039, then first install security
update KB927891 : http://support.microsoft.com/kb/927891 .
Try installing iTunes offline by clicking on "Save" when the download
confirmation box opens. Turn off your antivirus program and run the
standalone installer by browsing in "Start|Run" . Tell us if this helps or
not.
