Issues with streaming video's ( HP laptop with windows 8)

When I stream video or watch a DVD with my HP laptop, quite often the video slows way down and the audio will have a loud strange sounding noise and the dialog is slow and very robotic sounding, Sometimes when this happens I will also have a window pop up stating that the silverlight plug in has stopped working. I have the window pop up maybe 1 out of 10 times that the issue happens. Can you tell me what might be causing this and how I might fix it? Please and Thank you :-)
