ISAPNP Read Data Port Error "This device cannot start (Code 10)".

In Device Manager, under System Devices, just under Intel 82801AA LPC Interface Controller is ISAPNP Read Data Port with a small yellow shield with a
! in it. Right clicking it, then Properties gives the General tab that has the title of this post. I've done the Troubleshooter 3x now for no fix. I have uninstalled and reinstalled the device via Device Manager, with a dog's job getting Windows to
find / list ISAPNP in the Devices List later when using Add Hardware Wizard as it won't let me use it. Every time I've tried to open the Wizard it is busy trying to install another device and it cannot load up 2 devices at once so please try again later.
I've updated the Driver with Internet support "No better match found", ISAPNP is on Intel 82801AA LPC Interface Controller so I updated driver for it (same result). Checked out ISAPNP status in Hardware Resources under System Info (msinfo32.exe) Gives the
resources as 0x00000279 - 0x00000279 and further down as (zeros)A79 - .....A79 in I/O and states it is OK. It does not show in Conflicts / Sharing, nor in Forced Hardware. But in Components under Problem Device it is the sole listing ISAPNPREADDATAPORT
with Error Code as in the title. This problem "device" seems to give rise to no connection from the 2 USB ports (all of which are OK, functioning normally and all active wherever I've come across them in all the (viewing of/status of) Hardware spots in XP.
Computer is a Compaq Presario V2656 Notebook (late 2006). It has an AMD Mobile Sempron 3100+ CPU and 1 gig of DDR RAM and a 40G HDD which has the Presario recovery partition of 6.5G and 31G for C:

I've spent hours over several days searching the internet, forums and Microsoft knowledge base site for anything to do with ISAPNP, Device Manager, USB ports not providing a connection, etc. etc. and am at the end of my tether. Nothing but the AC Adapter
cable and the RJ45 Ethernet cable is connected to the machine during any of this troubleshooting I've been doing. I've freshly installed AVAST Free Antivirus and done boot-time scans and Malwarebytes but found no malware.

Could someone please, with experience of how to fix both the ISAPNP Code 10 and the Hardware Wizard forever locked into installing some totally unknown new hardware, take the time to reply with the solutions. I am happy to use regedit if registry keys
are corrupted or repairing the i386 Driver cache .dll if it has become corrupted or virus altered via the Win XP install CD.

Thank you in advance to anyone who puts time into this problem for me and others who may later use the solution(s).
