Is this hardware or software problems?

I've recently bought a lot of new computer things, and installed, but
I've got problems with the sound/mouse (and maybe other things that I
don't know about)

The problem is that sometimes, often when I start a program like
Explorer and for example Winamp is playing in the background, the
sound starts to clip/get distorted like there wasn't enough resources
to play the music and if I move the mouse the cursor doesn't follow,
but gets locked for a second and then moves to its new location. The
same thing if I watch a movie clip, it hangs for a second. The cpu
load is at 1-2%. I've downloaded and installed the latest drivers to
the audio card from your homepage.

What might the problem be? Some conflicts in BIOS or what? Or is it
problems with drivers? (I've downloaded and installed recent drivers)
Any tip on how can I solve it?
