Is this a bug in Vista's Media Center?

I am trying to teach Media Center how to control my Samsung cable box.

Media Center seems to be stuck on IR Learning page 1 of 12 (within TV Signal
setup). It keeps asking me to press and hold key 1 then release the key. This
happens time after time. (i thought it only took a few attempts to learn each
key.)

So I am just stuck in this loop of pressing, holding then releasing key 1.
This means that there seems to be no way of progressing with my tv setup.
Surely, something else should happen after about my tenth attempt at holding
key 1?

I have Vista Home Premium Service Pack 1 on a new DELL computer (Inspiron
530s).

I would appreciate a workaround or bug fix.

Unfortunately, you are going to have to test the IR device with something
else to see if that's the trouble. It sounds like a dead key.

Your remote is probably using alternate codes each time you press a key.
So it never receive the same value twice and get stuck in a loop.
You can test by masking the IR signal from your remote the second time you
press, so MCE receive the first and third signal.
The microsoft remote uses this technique and it is a shame that they don't
support learning from other remotes doing the same.
