Is there a way to stream from the Windows RT camera feed to youtube live stream????

Windows rt kinda sucks in the fact that you can only download apps from the app store. Is there going to be an update or fix??? I want to stream video from my laptop to youtube but I can't download any encoders. If I can't i'll probably return the laptop or sell it on eBay.
