Is it possible to backup a MySQL database with PHPMyAdmin?

i.e. is it the same as using mysqldump on the cmd line?

do I have to use FTP to actually get at the file, if my host doesn't give me shell access?

Btw, is it USUAL for hosts to give shell access? even at extra cost?
