I have a particular TS box that the users are constantly screwing up and
getting infected. I want to turn on IE ESC but was wondering, is there a way
to grant only a few users rights to add to the trusted sites list? I want
all websites to go through a process and be granted access from a couple of
trusted power users. I know by default any user can add to the trusted sites
list and was hoping this can be overruled. Thanks in advance!

You can enforce all settings in a Group Policy, and give only a few
people permission to add sites to the trusted sites list in the GPO.

I figured that is how it would have to be. Was hoping to stay away from GPO
since the end-users have never used it before, but I may have to go that
route (or just have them put in tickets).

End users will not need to know anything about GPOs. They will only
notice the effects of the settings that the Administrator
implements through GPOs.
GPOs are your best friend when it comes down to configuring and
enforcing settings for all users.
