Intel Dual 2.8 gig processor question

I have this processor and when I open CPU usage history I see the processor
on the left as always being about 40% busy and the right one is idling if
I'm not doing anything. The CPU Usage shows 30% used but when I look at
Processes tab it shows System Idle 97% I don't see how this makes sense, it
seems that the CPU Usage one is right and the Idle process is wrong?

Also why is one side of the processor constantly at 40% what is it doing
while the other one is basically idle most of the time?

Under the processes tab - sorted by "CPU" - what does it *show* to be using
the processor?

It goes between taskmgr, skype and LVComSer.exe all about 2% when view
update speed is set to low. Taskmgr goes higher if I set that speed to fast.
