Inspiron 15 3521 - just got a new hard drive and I get an error

Recently, my Inspiron has been messing up, but I saw that it was still under warranty. I got a new hard drive, and I get the error: Windows could not complete the installation. To install windows on this computer, restart the installation. I try to, only to get the same message. I never upgraded anything in the PC. I tried putting windows boot manager at the top of the list, that didn't work.
