Inspiron 15 3521. Checking media [Fail] error. I just got a new hard drive

A few days ago my inspiron 15 3521 started making a clicking noise and said checking media [fail]. So I got a new hard drive. I got the same error message. In boot, I changed the boot manager and put it at the top of the priority list. Dell told me to do that. That's it. If you can help, it would be greatly appreciated.
