Indexing Service for Power Users in WinXP ?

Is it possible to allow Power Users to use the Indexing Service in
Windows XP?
Power Users can enable the service, but when you launch the Indexing
Service via ciadv.msc as a Power User, you can't do much of anything
(add catalog, add directories, etc) by default. Any ideas?
