IE 7 running with aedd ons disabled

Gruff

Platform is Windows Xp Pro SP2. & Office 2007 Was working fine until an
impoper shut down.. Now when reebooted I get the IE 7 running with add on
disabled as the home page message. Also Outlook Express is unbale to
connect to my mail server. When I attempted to go to Internet tools
Advanced the menu line for add internet add ons is grayed out. I ran a
virus check but found nothing. I then tried a system Restore point of 7 days
earlier. This restored the email server access. Finally I uninstalled IE
7. Then attempted to reinstall a new copy of IE 7 but when it started up it
said it needed to install updates and returned the IE 7 running with add on
disabled message.
ANy hints?

Make sure the Anti-virus setting not set to Block or disable Add-Ons on your
browser.
