I wish my eyes where never opened...Installing Windows Legally

I am a computer repair guy and after reading an article by Ed Bott on CNet, "Lost your Windows discs? How to get replacement media, legally". I have concluded Microsoft makes it impractical for a lower middle class to low class person to have a legal windows computer. Especially if God forbids it breaks. He mentioned it briefly at the end of the article but didnt go into detail, but if you have an old Windows XP Home machine that hard drive crashes, you cant restore it from the built in restore, user didnt make restore disks (or lost them or was used when they got it), you cant use just the OEM key to reinstall, you cant get the software from the manufacture anymore, cant install an upgrade to a new OS (because you dont have the original OS), cant install a system builder version that can be bought for reasonable price since the machine isnt new and to be resold, cant legally put a Refurbisher COA and install a newer OS since once again not re-selling it, but the only LEGAL option is to go out and buy a $180ish new Windows 7 Retail copy (if their system can handle it) and expect this low income person to pay for a replacement hard drive AND my labor????? WTF!!! Welcome to my world as a (God knows I try) honest computer guy, and what we have to go through....to be "legal" in Microsofts eyes....
Update: I called Microsoft Activations and he said use the key on the machine to activate??? So if Microsoft says I can break the rules does that make them liable, and then Microsoft will sue...Microsoft?? :)
