i want users do not skip chkdsk on startup

Hallo,
I have problem. I'm administrator and many users restart and shutdown the pc
not properly. Then they skipping chkdsk at startup and many services not
running.
I want to deny skipping chkdsk at startup to those users.
10x for help!!
 
Modifying the Autochk.exe Time-out Value

Modify the AutoChk Timeout Value

(Change the 30 seconds in the script accordingly)

Click Start > Run and type:
CHKNTFS /t:0
Click OK

I found that the command in my case from Start/RUN that I typed in was only
CHKDSK . I have a FAT 32 system on my Windows XP(Home). This may help
someone, somewhere?
