I want to get rid of the bar that keeps dropping across the top of my screen Windows 8.1

It's a black bar that tells me where I am and I have to keep clicking it to get rid of it - Every time I put my cursor anywhere near the top of the page - It drops and tells me where I am like I don't already know that! It is really annoying . It's NOT the charms bar or the bottom task bar. HELP
