Have you tried the following:
- Right-click an empty spot on your desktop, select "Personalize"
- Click "Windows Color and Appearance"
- Click "Open classic appearance properties for more color options"
- Select a "Color scheme" other than one of the "High Contrast"
items...
- Click OK
If that didn't help, then if your display driver has added an extension
to the desktop right-click menu, then you might want to try that route
to see if perhaps your display driver is applying it's own "High
Contrast" settings.
